
Wyre Borough Council and NPL Estates, the site owner, has an active working partnership and the integration of the area is being co-ordinated through a development framework.
Residential, commercial and industrial aspirations for the Business Park include:
- leisure
- recreational and healthy living developments
- country parks and waterside features
- energy and waste technology parks
- energy conservation and renewable resourcing
Office developments are scheduled for the first phase of an office park, with space for the inclusion of technological research and development facilities.
Hillhouse International Business Park is already home to Victrex Plc, Asahi Glass Company Ltd., and Vinnolit, chemical and plastics manufacturers, and SLP Precast, manufacturers of the coastal sea defence wall, along with recently completed successful major investments.
Planning permission was granted for the Bourne Road Local centre on 4 August. The development features a food store, leisure unit, 11 small shops, a community building and a public square, all with associated car parking, service areas and vehicular access from Fleetwood Road North.
This development supports the local community with the provision of improved services and helps to integrate the consented residential development on the Bourne Road site to create a single, integrated, vibrant and sustainable community.
The local centre is anticipated to create in excess of 250 new jobs and NPL are committed to advertising these opportunities locally.


David Wilson Homes are the house builders selected to deliver the Bourne Road Development following approval of a planning application to erect 465 properties which includes 46 affordable housing properties.
These high quality homes will incorporate substantial open space and landscaping and also retain ecological features including a pond and watercourse which will also be available for the use of existing local residents. The 'Country Park' off Bourne Road will also include a new children's play area.


In preparation for the housing development, Thornton Facilities Management in conjunction with Fox Bros and Watermaiden are transporting over 20,000 cubic metres of soil onto the Hillhouse complex under the CL:AIRE protocol for treatment and use on future developments within the Hillhouse site.
This procedure has saved some 5,500 HGV lorry movements along the roads.
NPL continue their ongoing environmental management regime on the 110 acre disused former landfill site.
Monitoring wells have been installed together with trial pits across the site to determine the sites make-up and to inform a Hydraulic Risk Assessment. This work is supported by Lancashire County Council vis the REMADE programme. The findings of this work will then be reviewed by the Environment Agency and in consultation with REMADE and other statutory bodies a new visiion for the site will be put forward.
Results of the testing are awaited, however it is likely to indicate the ability for a full restoration scheme to be granted, which would see inert materials being imported to shape the site and enable it to be greened. Public access to the estuary and around the site is envisaged together with large areas of public open space. This will then link the existing Wyre Estuary Country Park to the south (Stanah) with the Fleetwood Marsh Nature Park to the north.
